According to Franklin and Clara's marriage registration, his mother's given name was Phoebe. She was probably Phoebe Ann Shipman. There is a Brant County marriage registration for John Waugh and Phoebe Ann Shipman dated Sept. 25, 1860. The information provided is meager. No ages are given or places of birth, or parentage. Only the name of witnesses, Wm. and Mrs. Young, are shown, evidently family members of the clergyman, Joseph Young. This has yet to be further investigated.
